What are Insurgencies?
Insurgencies stem from internal rebellions within a country and present a worldwide danger. They are classified as distinct entities within the campaign's hierarchy. Insurgencies are capable of inciting uprisings exclusively in cities with reduced morale and do not extend their influence beyond the cities they successfully capture. Following the capture of a city, its morale is typically in a fragile state, so it's crucial to keep a close watch on the Target Morale and ensure a garrison remains in place while the city regains stability. Failure to do so may result in the city rebelling and giving rise to insurgencies, which could create challenges in the future. To get an overview of your provinces' morale, you can access the Population Morale overlay through the Settings & Info Panel.
When do Insurgencies Spawn?
Cities face a rebellion risk when their morale drops to approximately 33% or lower, with this risk significantly escalating when a city's morale falls below approximately 25%.
If a city is left undefended when insurgencies emerge, they will be immediately seized. However, insurgencies will not take full control of the city until your troops are defeated.
In cases where you have military units stationed in a city or province affected by an insurgency rebellion, these units will engage in combat. In such instances, your units will enjoy a defensive garrison bonus.
How often do insurgencies spawn?
Insurgencies spawn at a random time within a 24-hour day. The specific timing of when they will revolt is entirely unpredictable. It's worth emphasizing that each city type operates on its own unique timer, which is consistent across all city types.
