Ah yes, so you've been upgrading your infantry and suddenly they refuse to conquer a province you are attacking? No worries! When you upgrade your Mobilized Infantry to Level 7, they will gain a mortar attack. Like other ranged units, they will now stay out of melee range to attack enemies, cities and provinces. In order to conquer something, simply move into the area rather than attack it!
